The following Amendments to our Constitution will be voted on at our weekly meeting on February 6, 2019:
Amend Article I: Name and Affiliation, Section 2 to read the following:
SECTION 2: BCR shall be the officially recognized campus affiliate of the College Republican National Committee, and shall be subject to and abide by the Constitution, bylaws and resolutions thereof.
2. Amend Article III: Officers, Section 1 under “External Vice-President” to read the following:
He/she shall assist the President in the performance of chapter duties as requested by the
President and shall work with the Internal Vice-President to perform the duties of the President in his or her absence. He/she shall maintain regular contact with the Alameda County Republican Party [Central Committee], the California Republican Party, and the Republican National Committee, as well as other conservative groups, including elected officials. The External Vice-President shall attend all meetings of the club and miss no more than 4 meetings in one academic semester without the unanimous approval of the Executive Board or the express written approval of the President. The External Vice-President reports to the President.
3. Amend Article VIII: Endorsements by striking Section 3
4. Amend Article X: Parliamentary Authority, Section 1 to read the following:
The parliamentary rules contained in the most recent edition of Robert's Rules of Order Newly Revised, 11th edition, shall govern BCR in all cases to which they are applicable and in which they are not inconsistent with the Constitution nor inconsistent with the Constitution or bylaws of the College Republican National Committee.
5. Amend Article XIII: Representing BCR, Section 1 to read the following:
No individual (whether club member or officer) may, without the express authorization of the President, represent BCR in any official capacity, whether actual or perceived, unless otherwise authorized by this Constitution. Forms of representation include, but are not limited to, publishing articles on behalf of BCR in any campus newspaper; acting on behalf of BCR before any Cal administrator, faculty, or staff; going before ASUC on behalf of the club; representing BCR at any public or private event, whether off or on-campus; acting as a club representative to the California Republican Party, or the Republican Party of Alameda County. Violations of this article are grounds for loss of standing or expulsion from the club.
6. Amend Article XIV: Procedure for Organizational Termination, Section 2 to read the following:
“In the event that this club should become defunct, all of the club's assets that are not ASUC funds should be donated to the College Republican National Committee within four weeks of dissolution. In the event that the College Republican National Committee no longer exists or has ceased to be a nonprofit, then the unspent funds shall be donated to the ASUC.”
7. Amend Article XIV: Procedure for Organizational Termination, Section 3 to read the following:
“In the event of dissolution, all unspent ASUC funds shall remain the property of ASUC; all Graduate Assembly funds shall remain the property of the Graduate Assembly. Remaining privately obtained funds should be donated to the College Republican National Committee within four weeks of dissolution. In the event that the College Republican National Committee no longer exists or has ceased to be a nonprofit, then the unspent funds shall be donated to the ASUC.”
8. Amend Article II, Section 2, Subsection ii to read the following:
“Associate Members are eligible to participate in any and all club activities, but are not entitled to cast votes on club business, or serve in any official capacity as club officers. Associate Membership is open to Cal faculty and staff; students enrolled at different universities or colleges; Cal alumni; elected officials and their staffers; and community members. Individuals will be added as an Associate Member under this Constitution upon attending 3 general meetings. Associate Membership may be renewed if he/she attends at least one meeting the subsequent semester. However, if in that subsequent semester they fail to attend at least 3 meetings, their membership is ineligible for renewal.”
9. Amend Article III: Officers, Section 1 to read the following:
“The officers of BCR constitute the Executive Board. The officers of BCR shall be President, External Vice-President, Internal Vice-President, Secretary, and Treasurer. The President may appoint general members to appointed positions with confirmation from a majority of the executive board. All officers of this club shall be elected under election procedures outlined in Article V. Succession of officer positions is as listed in Article III, Section 2.”
10. Amend Article V: Elections and Voting, Section 1 to read the following:
“The annual election meeting shall be held the end of the Spring Semester. The meeting for election is to be announced via e-mail to all members no fewer than two weeks in advance.”
